    NPS Literacy employs a Multi-Tiered Systems of Support (MTSS) framework for literacy. MTSS is an instructional framework that includes universal screening of all students, multiple tiers of instruction and support services, and an integrated data collection and assessment system to inform decisions at each tier of instruction. 

    Intervention Supports

    In alignment with the Virginia Literacy Act, Norfolk Public Schools provides reading intervention services for students in grades 3–5 who demonstrate substantial deficiencies in literacy. For grade 3, students identified as high risk on the state-approved literacy screener (VALLSS) are required to have a Student Reading Plan (SRP) outlining targeted areas of need, evidence-based strategies, and progress monitoring measures. In grades 4–5, any student who did not pass the prior year’s Standards of Learning (SOL) Reading assessment must also have a Student Reading Plan and will participate in the VALLSS screener to identify specific strengths and weaknesses. Data from these assessments guide the development of targeted goals within each SRP.

    For all students in grades 3–5, intervention decisions are based on multiple data sources, including state assessments, literacy screeners, and ongoing progress monitoring. Interventions are explicit, systematic, and aligned with the five essential components of reading. Support may be provided by the reading specialist, Title I teacher, trained tutors, interventionists, or special education personnel. The goal is to deliver timely, intensive, and individualized support to accelerate literacy growth and ensure that students meet grade-level expectations.

    Lexia® Core5® Reading is a comprehensive and adaptive literacy program designed to support students who may be struggling with reading and language skills. It employs evidence-based practices and aligns with the principles of Science-Based Reading Research (SBRR) to ensure effective and targeted intervention.

    Regular progress monitoring and assessment tools are integrated into Lexia Core5. These assessments allow educators to track each student's growth, identify areas of improvement, and make data-informed decisions about their instruction. This data-driven approach enables teachers to provide timely and targeted interventions, adjusting their teaching strategies as needed to meet the unique needs of each student.


     

     

    SIPPS Curriculum

    SIPPS® (Systematic Instruction in Phonological Awareness, Phonics, and Sight Words) is a research-based foundational skills program proven to help both new and struggling readers in grades K–12, including English learners and students identified with dyslexia.  The SIPPS® curriculum and training are available to educators who provide Tier 2 intervention support.
